The Global Framework on Chemicals presents a comprehensive plan to guide countries and stakeholders in jointly addressing the lifecycle of chemicals, including products and waste.

Adopted in Bonn in September 2023, the framework presents five strategic objectives and 28 targets for the sound management of chemicals and waste, with a vision for a safe, healthy and sustainable future.

The framework is multi-stakeholder and multi-sectoral. It encompasses the involvement of all relevant sectors, including environment, health, agriculture, and labour, and stakeholders across the life cycle of chemicals, as well as considerations of environmental and social aspects that are critical to the sound management of chemicals and waste.

It is supported by the Bonn Declaration, a high-level declaration also agreed at the fifth session of the International Conference on Chemicals Management (ICCM5) in Bonn, Germany. The framework provides the political drive for fast implementation and reminds stakeholders of their commitment to actively promote and support transitions to circular economies.
