This report is a terminal evaluation of a UNEP-GEF project implemented between 2005 and 2014.The main objective of the project was to reduce the Greenhouse Gas Emissions (GHGs) in Cuba by promoting environmentally sound renewable energy technologies for power generation as well as providing modern energy services on a commercial basis on the Isla de la Juventud. The evaluations was undertaken to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability.
