The stakeholder response mechanism aims to allow the United Nations Environment Programme (UNEP) to respond to stakeholders who are negatively impacted by projects that UNEP proposes to carry out or is currently implementing.
It outlines the process and guidelines for the UNEP's stakeholder response mechanism, including the project-specific grievance mechanism and the Independent Office for Stakeholder Safeguard-related Response (IOSSR).
It informs and guides staff, implementing and executing partners, and people affected by UNEP projects in raising and responding to safeguard-related stakeholder concerns regarding compliance review and dispute resolution within the context of UNEP’s Environmental and Social Sustainability (ESS) Framework.
The primary functions of the IOSSR are:
Compliance review: a process to respond to claims by stakeholders alleging that UNEP activities implemented or executed as part of its projects are not in compliance with UNEP's own safeguard Framework; and
Grievance redress: a process that provides people allegedly affected by UNEP activities implemented or executed as part of its projects access to appropriate dispute resolution mechanisms for hearing and addressing project-related disputes.
